Go to tools, then send/receive, then send/receive settings and uncheck the disable schedule send/receive. That should do the trick

you can write and email and save it as a draft. then set it up to be mailed on a certain day and time.

Go to options and change the settings so that it automatically checks for new mail every so many minutes. You can change the settings so that it checks every hour, half hour, five minutes, etc. The frequency will depend upon which version you have, but you should be able to adjust the settings to suit your needs.
Go into outlook options and there should be an option somewhere to make it so when you first open it, it will send/recieve and it can do it on a regular basis.
