The easiest way is to insert your picture into your document however you choose. Now, right-click on the picture and choose Format Picture. On the layout tab, choose Behind Text. If you want the picture to be washed out, or not as vibrant, you can choose the Picture tab, and choose Washout under the color option. Now click OK and your picture will be behind your text.

Put a text box on top of the picture but you have to make it see-through.
1. make sure your picture toolbar is showing (view-toolbars-picture)
2. click text box on the picture toolbar (has a letter 'A' with lines on it)
3. draw your text box on the picture
4. right-click text box border
5. select format text box
6. go to colors and lines tab
7. in 'Fill' 'Color' click the down arrow and select "no fill"
that should do it.
